Marrio Fennoy, MS

TCI's General Director


Mr. Fennoy first joined our organization in 2009 when he served as the Director of School Resource Officers at JTC Academy.  In this position, he supervised a team of police officers who also worked at JTC Academy assisting students with life skills and increasing their prosocial behaviors.  Mr. Fennoy has spent much of his free time working in the community to connect with students’ families in order to increase the school-family educational partnership. Mr. Fennoy understands that positive partnerships between schools and families can improve students’ grades, attendance, persistence, and motivation.  


Mr. Fennoy returned to Transitional Center in 2020 first as a Unit Coordinator but within weeks we knew we needed him as our agency's Director of Residential Facilities. In this role, Mr. Fennoy is responsible for leading a a very large team of employees including unit coordinators, direct care staff and team leaders. While maintaining order and providing and requiring therapeutic interactions between staff and youth, Mr. Fennoy supervises all aspects in the treatment milieu while coordinating operations and activities of the agency.


Mr. Fennoy holds a Master's Degree in Criminal Justice and Administration and is currently in pursuit of a Doctoral Degree in Public Policy and Social Justice.  Mr. Fennoy has worked in the law enforcement arena for over 25 years in various capacities serving as a public servant to his community.  Mr. Fennoy is an active, proud member of Omega Psi Phi, a member of Aahmes Temple of Mystic Shriners, a 32% Master Mason and a member of the Urban league. His accomplishments and education make Mr. Fennoy and outstanding leader at TCI and we are grateful to have him on board.
